Questions
URL is required. Last modified is optional and must use a valid W3C Datetime value when supplied.
Relative addresses, non-HTTP URLs, different hosts, duplicates, and invalid last-modified values are kept out of the download and reported by source row.
Google and Bing do not use those fields for crawling decisions, so this tool focuses on URL and last-modified data that can be meaningfully checked.
